New works by Japanese artist Foujita found (Reuters)

TOKYO (Reuters) ? Nearly 40 previously unknown works by Japanese artist Leonard Foujita, who made a name for himself in pre-World War Two Paris and was an acquaintance of Picasso and Matisse, have been discovered by a Japanese museum.

Combining Japanese ink techniques with Western-style painting, Foujita -- a noted cat lover -- became especially known for his paintings of naked women and cats.

The Pola Museum of Art in Hakone, a mountain resort town just west of Tokyo, said the 37 pieces were part of a gift from a private collector within Japan but declined to name their nationality.

"These were completely unknown before, so we were quite surprised by the gift," said Yurika Hirata, a museum spokeswoman.

"It was previously thought that Paris was the main site of Foujita's work in his later years, but notes on the back mention that some were painted in other countries. It tells us new things about what he did."

The pieces are oil paintings on thick paper mounted on fibreboard and painted between 1956 to 1958.

Some appear to have religious themes, while others show children doing various kinds of work such as house cleaning or frying eggs and may be related to Foujita's "Little Artisans" series of paintings.

Foujita, born Tsuguharu Fujita in 1886, graduated from what is now the Tokyo National University of Fine Arts and Music at the age of 24 and moved to Paris three years later.

Taking a studio in Montparnasse, he met artists such as Modigliani and is said to have studied dance with Isadora Duncan. His paintings, which initially sold well, drew comment for the milk white color of the skin of the women he portrayed.

After a stint working and traveling in South America, Foujita returned to Japan in the 1930s, where he produced propaganda art for the military. He eventually returned to France, where he converted to Catholicism and died in 1968.

The new pieces will go on display from Sept 6.

A similar pattern was observed with beta blockers (40% versus 9.7%), ACE inhibitors or ARBs (49.8% versus 5.2%) and statins (66.5% versus 3.3%).

The study is unique in that it is the first to examine the use of drugs for secondary prevention in the community. It appears to be the first study to seek an accurate assessment of the use of these drugs in the community. Previous studies have been hospital based or based on patients who are seeing a physician and who are therefore much more likely to have been offered treatment.

The investigators also found that drugs were more likely to be used in urban than in rural areas, though the difference was more pronounced in low-income countries. The economic status of the countries had a bigger effect on drug use than individual factors such as age, sex, education, or other risk factors. Among the study?s many other findings, women and smokers had significantly lower rates of drug usage.

The results, said Yusuf, ?represent a colossal human tragedy? caused by the ?substantial underutilization of proven therapies.? The Lancet authors concluded that ?efforts to increase the use of effective and inexpensive drugs for prevention of cardiovascular disease are urgently needed, and would substantially reduce disease burden within a few years.?

Asian stock markets rise after Wall Street gains (AP)

BANGKOK ? Asian stocks mostly inched higher Tuesday after gyrating markets on Wall Street and Europe ended with modest gains.

Oil prices rose above $85 per barrel as traders scaled back expectations that Libyan oil would be quickly restored to world markets as fighting raged inTripoli between rebels and forces loyal to leader Moammar Gadhafi.

The dollar was steady against the euro but up against the yen.

Global stocks have been volatile in recent weeks as investors swung between fears of a double-dip recession in the U.S. and hopes that Federal Reserve Chairman Ben Bernanke will announce some kind of action to help the economy during an annual economics conference in Wyoming on Friday.

Japan's Nikkei 225 hovered near a five-month low, rising 0.5 percent to 8,675.65, and Hong Kong's Hang Seng gained 0.6 percent to 19,596.30. South Korea's Kospi jumped 3.6 percent to 1,772.39.

Australia's S&P/ASX 200 rose 1.7 percent at 4,152.50. Brewer Foster's Group Ltd. rose 1.4 percent after announcing it would return Australian dollars 500 million to investors through a share buyback or capital reduction. The move comes a week after Foster's rejected a $10 billion cash takeover offer from London-based rival SABMiller PLC, saying the bid significantly undervalues the company.

Benchmarks in Singapore, Taiwan, the Philippines and mainland China were also higher. Stocks in Malaysia, India and Thailand slipped.

Investors found relief in expectations that oil prices would fall once Libyan rebels gain complete control of the capital Tripoli. A new government in Libya could clear the way for a return to oil production, which was halted six months ago amid a rebellion against the Gadhafi regime.

Falling oil prices also could help mitigate the effects of high inflation that has persisted across much of Asia, threatening growth prospects.

"The good thing is that the price of oil has come down. Over the coming months, we expect perhaps that will hold down core inflation," said Tey Tze Ming, a trader at Saxo Capital Markets in Singapore. "Normally we need about two months to see if that filters into the inflation numbers."

The prospect of lower oil prices also helped shares in airlines, whose profits improve when fuel prices drop. China Southern Airlines Co. gained 3.4 percent and South Korea's Asiana Airlines rose 5.1 percent. Taiwan's EVA Airways Corp. soared 6.9 percent.

Rising metals prices, especially gold ? which ended Monday just shy of $1,900 an ounce ? boosted mining shares. Energy Resources of Australia Ltd. shot up 7.5 percent. Australia's Fortescue Metals Group gained 2.1 percent. Hong Kong-listed Zijin Mining Group, China's biggest gold miner, rose 1.9 percent.

On Monday, the Dow Jones industrial average rose 0.3 percent to close at 10,854.65. The S&P 500 rose less than 0.1 percent to 1,123.82. The Nasdaq rose 0.2 percent to 2,345.38.

Bernanke's speech Friday could have a major impact on markets, as it did last year when he hinted that the Fed was about to embark on a second round of bond buying known as quantitative easing to support financial markets and the economy.

The buying program ended in June. Some investors hope that Bernanke will reinstate bond purchases because of recent evidence of a weakening U.S. economy that triggered a stock market sell-off in August.

Benchmark oil for September delivery was up 69 cents to $85.11 a barrel in electronic trading on the New York Mercantile Exchange. Crude rose $1.86 to settle at $84.12 on Monday.

In London, Brent crude for October delivery was up 44 cents per barrel to $108.80 on the ICE Futures exchange.

The euro was nearly unchanged at $1.4374 from late Monday in New York. The dollar strengthened to 76.78 yen from 76.72 yen.

?We?re pretty busy right now,? said Hyatt. ?Many of our clients are coming in and saying they never thought they?d be refinancing again. But the rates are so low.?

Despite the ultra-low rates, the rush to refinance likely will be tempered because rates have been low for several years, said Bob Graybill, owner of Gulfstream Mortgage Corp. in Forest Acres. Rates dipped to about 4.25 percent for a 30-year mortgage two years ago, spurring many homeowners to lock in low rates then.

?At that point, you had more people out there in the market who had higher rates and were more primed to refinance,? Graybill said. ?Now, it?s probably not quite as crazy because people have lower rates in general.?

Still, Graybill said he has seen his business double in recent weeks as rates have fallen.

Homeowners should have plenty of opportunities ? through the end of next year ? to refinance or lock in a low rate on a new home. The Federal Reserve recently announced plans to hold its interest rates at practically zero through 2013 in a bid to help jump-start the stalled U.S. economy.

A homeowner who bought a house even five or six years ago likely can save money now by refinancing, industry professionals said.

?If you can cut your mortgage rate by 1.5 (percentage points by refinancing), it would probably do you good,? Hyatt said. ?If you can cut your rate by 2 (percentage points), it?s a no-brainer.?

While some have complained of tight credit, loans are available, the experts say.

Interest rates will vary for each consumer, based on an array of factors. Some lenders are willing to go even lower than the going rates if buyers are willing to ?buy down? points with upfront fees.

Credit scores also are a factor. Consumers in most cases must have a 620 credit score or better to qualify to refinance, but those with excellent credit will get the best rates. And consumers who are refinancing must have equity in the house and pay an upfront cost for the transaction, industry experts said.

The ultra-low rates have many homeowners abandoning 30-year mortgages, opting instead for a 10-year or 15-year mortgage contract.

A fixed-rate mortgage for 15 years goes for about 3.6 percent, but reports say aggressive quotes can go as low as 3.3 percent.

By going to the shorter-term mortgage at the lower rates, customers cut the remaining time on their loans, cut the interest they must pay, and if they?re lucky, end up paying roughly the same amount for their monthly note.

A homeowner who bought a home five years ago for $150,000 with a 6 percent, 30-year, fixed-rate mortgage would be making monthly payments of $900, Hyatt said. Refinancing into a 15-year loan at 3.5 percent would add about $170 to the monthly payment but would shave more than a decade of payments off the loan. That same homeowner could save $185 a month by opting for another 30-year mortgage, Hyatt said.

?It is absolutely an environment where (refinancing) makes sense,? Graybill said.
